Last of the Time Lords is the thirteenth episode of the third (new) series of Doctor Who. It's also the third & final part in a three-part series finale.

It's been exactly one year since the Master's takeover of Earth. Martha arrives on a shore by boat, met by Dr. Thomas Milligan, a member of the resistance who's there to bring her to Professor Docherty. Martha has become somewhat famous in the world, as legends place her as the only one who can kill the Master.

On the Valiant, the Master holds dominion over the world. He's turned Martha's family into his servants, chained up Captain Jack, and treats the Doctor like his dog. The Master asks the Doctor what it was he told Martha one year ago. The Doctor, Martha's family, and Jack ready themselves for a takeover plan, but it's a failed attempt.

Martha and Milligan reach an outlook where they can see hundreds of rockets being prepped for launch day. There are many more shipyards like this all over the world. They reach Docherty's lab, only to be greeted by a transmission by the Master. He uses the Laser Screwdriver on the Doctor to age him another 900 years in order to warn Martha. The Doctor's severely advanced age has turned him into a small, frail human. Even though he's in this state, Martha sees hope as the Doctor is still alive after all this time.

At the lab, Martha gives Docherty a disc with details about how a Toclafane was brought down by a lightning strike in South Africa. She's able to recreate the conditions and they're able to disable a Toclafane and take it in for examination. They open up the orb and see a face staring back at them. It recognizes Martha and thanks her for helping them find salvation. It mentions how the "skies are made of diamonds" and how she led them to Utopia. She makes the connection and realizes that the Toclafane are the human race from the future. The Master tells the Doctor how he took Lucy to the end of the Universe. Lucy saw everything dying, that there was no point, that everything was falling apart. Martha explains everything to Docherty and Milligan. Because the Doctor locked the coordinates, the Master could only travel between the two times. The Master brought the future humans back with him to the present because with everything dying, they started to cannibalize and regress back into child-like states. This is why the Master turned the TARDIS into the Paradox Machine. It enabled the future human race to come back and kill their ancestors without ceasing to exist themselves.

Docherty asks if the legends are true, that Martha has found a way to kill the Master. She brings out a gun with four parts that was developed by Torchwood and UNIT. It was designed with the intention of preventing the regeneration process in a dying Time Lord. But she only has 3 of the 4 vials needed, which is why she's back in London. The final vial is located somewhere in the city. After Milligan and Martha leave for shelter, Docherty betrays them when she secretly informs the Master about Martha's plan and whereabouts. She does it to get info on her son. The Master arrives at the hideout and draws Martha out of hiding as she tells the people around her about the Doctor. He destroys the weapon and turns to kill Martha. Milligan runs out and sacrifices himself to save her.

The Master brings her back to the Valiant so he can kill her in front of the Doctor and her family. With about 3 minutes left until the rockets launch, Martha interrupts the Master with laughter. She mentions the absurdity of such a complicated weapon meant to kill a Time Lord. She knew about Docherty's son and how she would betray her. She just wanted to get back onto the Valiant at the right time. Martha explains to the Master that she walked the Earth not in search of a weapon, but in order to tell a story. She told everyone she met the story of the Doctor and that they should think of one word at one moment, and it should be "Doctor". They used the countdown to time the chant. With the Archangel Network of 15 satellites and its telepathic properties, the Doctor was able to integrate his psychic energy into the network over the past year. This, coupled with the unified chant, was able to empower the Doctor and return him to his true form.

The newly rejuvenated Doctor levitates above, flowing with mystical psychic energy, shielding him from harm, even from the Master's Laser Screwdriver. He floats over to the Master and tells him that he forgives him. Jack and some soldiers get over to the Paradox Machine and destroy it. The Master uses the vortex manipulator to travel back down to Earth to launch the rockets. But he's stopped by the Doctor, since he knows the Master would never risk killing himself in the process. With the Paradox Machine destroyed, time is reset to just after President Winters is killed by the Toclafane, but before the rest arrive.

The Master is apprehended by guards and the Doctor tells him that he will be under his supervision in the TARDIS. Francine, who, along with the rest of those onboard the Valiant, still has recollection of what happened during the Master's reign and holds up a gun pointed at him. But she cannot do it. A shot is still heard, as Lucy Saxon picked up the gun and shot the Master in the stomach. Refusing to regenerate and live under the Doctor's care, the Master dies in the Doctor's arms. He cremates the Master's corpse on a pile of wood.

Martha walks up to Docherty, hands her a bouquet and leaves, telling her that she forgives her. In Cardiff, Jack stays behind with Torchwood. The Doctor breaks his vortex manipulator, ensuring he can't go jumping around and cause trouble. Jack makes some comments about his looks and goes into a story about how, as a young boy in the Boeshane Peninsula, he got the nickname "The Face of Boe".

Martha is inside her mother's home with her family, while the Doctor is inside his TARDIS. Martha checks on Milligan, who is still alive and working as a doctor. She walks into the TARDIS and tells the Doctor that she can't leave what she left behind before. She's worked too hard to give up on becoming a doctor. She leaves, but enters again and goes into some story about unrequited love. You see, Martha has fallen in love with the Doctor, but he's still stuck on Rose, which is why she chose to leave. She gives him her phone and leaves, this time for good.

Back at the burning pyre where the Master was being cremated, the fire dies down and his ring falls to the ground. A woman's hand picks up the ring and laughter is heard in the background. The TARDIS dematerializes from in front of Francine's place. Inside, the Doctor flicks a couple of switches, at which point a ship's horn is heard. Debris flies everywhere as the Doctor ducks for cover. When he gets up, he sees the bow of a ship has crashed through the wall of the TARDIS. He picks up a life saver off of the ground that reads "Titanic" on it. His only response is "What?!?"
